Some users experiencing this problem have posted on Microsoft's community forums about their machines getting stuck in perpetual restart sequences post-installation of KB5038499. Descriptions include screens displaying irregular pixel distortions, then a Blue Screen of Death failure, along with a notification urging Windows repair. Yet, starting the repair option cycles the device straight back to the error state.

This particular fault has so far struck systems produced by HP and Dell.

Microsoft's artificial intelligence-driven Q&A feature notes that comparable glitches have emerged in earlier patches damaging vital startup elements or drivers. It advises entering the Windows Recovery Environment (WinRE) to perform a System Restore. In the event of failure, users should attempt Startup Repair next, followed by a Local Reinstall if all else fails.
